Requires repo. With github.APP or github.FINE_GRAINED, requires actions=write.

Path parameters

`owner` *	`string`	The account owner of the repository. The name is not case sensitive.
`repo` *	`string`	The name of the repository without the `.git` extension. The name is not case sensitive.
`runId` *	`integer`	The ID of the workflow run.
