Get the single rolled-up state of a commit — ‘success’, ‘failure’, ‘pending’ or ‘error’ — plus one line per reporting context. This covers commit statuses only, not check runs: a repository that uses only Actions reports ‘pending’ here with no statuses, and its real answer is in checks_list_for_ref.
